Hanoi (VNA) - Public opinion has approved the recent instructions of the Government and the Prime Minister on enhancing the effective use of public asset, responding to the marine environmental incidents and floods in the central region, and preventing fires in high risk areas.
The public also expressed support for the quick establishment and operation of a special working group, which monitors and inspects the implementation of the Government and Prime Minister’s instructions and orders, in the spirit of preventing “shooting in the air” as put in the words of the Minister-Chairman of the Government Office and head of the working group.
It can be said that under the motto “Acting, Facilitating, Serving and Integrity”, the PM and other Cabinet members have did as they promised in many specific cases, with the aim of pushing for strong movements in the apparatus from central to local levels and building an administration really “of the people, by the people and for the people”.
The public remembers the detailed and strict orders of the PM, deputy prime ministers and other Cabinet members in addressing arising problems and obstacles that have negative impacts on the investment and business climates or people’s life.
The Government’s high sense of responsibility towards the people is clearly demonstrated in the presence on the spot of the deputy PMs and Cabinet members to guide the handling of difficulties facing local communities in such situations as storms and floods, and the marine environmental incident in the central region.
As such, the people will always trust the leadership and management of the Government and the Prime Minister.
However, the public is not really satisfied with the work of the administrations and agencies in certain regions. There remain many problems that have not been seriously dealt with, ranging from land disputes to personnel work. Such situations are out of tune with the motto “a Government of service, growth building and integrity”.
At a recent debate on the implementation of the socio-economic development plan for 2016 at the National Assembly, many deputies voiced the opinion that while the Government is resolved to change, the apparatus at lower levels is yet to move accordingly, with a segment of public workers showing poor performance, which the deputies described as major hindrances.
The lawmakers said while the Government and PM have made strong policies, the question is to push the real movement of the apparatus.
“The carpet has been rolled out, but the nails underneath have not bꦇeen removed”, some deputies said on the situation.-VNA
Russia is willing to share with Vietnam its experiences in managing public assets and making related legal documents, Vice President of the State Duma’s Public Asset Committee Germanovich Medvedev said.
Ministries, ministerial-level and centrally-run agencies, as well as localities, economic groups, and State-owned enterprises have been requested to build a socio-economic development plan for 2017.
NA deputies stressed the need to clarify responsibility in the management and use of public asset during their group discussion on the draft revised law on managing and using State asset on Oct 31.
The newly adopted law stipulates that the people’s procuracy system comprises the Supreme People’s Procuracy; people’s procuracies at the provincial and municipal level; regional people’s procuracies; and military procuracies at all levels.
For 2025 and beyond, Vietnam and Mozambique have identified key cooperation priorities, including the continued implementation of existing frameworks and the expansion of ties into new areas such as renewable energy, construction, IT and digital transformation.
Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu stressed the need to enhance the performance of institutions established under the Convention, thereby reinforcing the role and vitality of UNCLOS, referred to as the “Constitution for the Oceans,” in maintaining maritime order, conserving and sustainably utilising marine resources, and contributing to global peace, stability, and sustainable development.
Regarding PM Chinh’s attendance at the WEF’s meeting in China for the third year in a row and Vietnam’s contributions to the forum, Ma said the Vietnamese leader has shared practical experiences and proposals on green economy aimed at facilitating trade and attracting foreign investment within the framework of the Regional Comprehensive Economic Partnership (RCEP); and offering fresh ideas for shaping strategies in economics, trade, and sustainable development.
In 2019, the Vietnamese association in PEI was established as a non-governmental organisation to support integration and development within the community. It has since organised a range of activities to maintain cultural identity, foster community cohesion, and strengthen ties with the homeland, while also contributing to the development of the host society.
Vietnam’s participation at the meeting underscores the country’s consistent foreign policy of independence, self-reliance, multilateralisation and diversification, and proactive international integration in a broad, deep, and effective manner. It also conveys Vietnam’s ambition and determination to enter a new era - the era of the nation’s rise.
The amended law will take effect on July 1, 2025, except for provisions on civil servant evaluation in Section 3, Chapter IV, which will be implemented from January 1, 2026.

Vietnam always regards the RoK as an important and long-term strategic partner; and hopes that the two sides will work together to further deepen the Comprehensive Strategic Partnership in a more substantive, effective, and comprehensive manner in the coming time.
