Hanoi (VNA) –About 527.1 trillion VND (over 22.9 billion USD) in foreign official development assistance(ODA) and concessional loans will be allocated during the 2011 - 2025 period.
This is part of a plan onorientations for attracting, managing, and using ODA and concessional loansfrom foreign sponsors during the five years. The plan was recently approved byPermanent Deputy Prime Minister Pham Binh Minh.
Accordingly, non-refundableODA capital is prioritised for implementing socio-economic infrastructure developmentprogrammes and projects; enhancing capacity; assisting policy and institutionalbuilding and reform; preventing, controlling and mitigating natural disasterrisks, and adapting to climate change; ensuring social welfare; preparing forinvestment projects or co-funding projects that use foreign concessionalloans.
ODA capital will beprioritised for programmes and projects on health care, education,vocational training, climate change adaptation, environmental protection, and building essential economic infrastructure facilities unable to directly recovercapital.
Besides, the plan givespriority to spending foreign ODA capital and concessional loans on infrastructureimprovement projects to help disadvantaged regions and localities develop theireconomy, and in regions and localities facing difficulties in mobilising domesticfunding; as well as on projects dealing with pressing issues during therapid urbanisation.
Foreign concessional loans willalso prioritised for projects boosting connectivity among regions andprovinces in the Northwestern, Central Highlands, and Mekong Delta regions sothat they can develop faster, according to the plan./.
Germany has pledged to provide 50 million EUR (58.8 million USD) in official development assistance (ODA) loans and another 63.559 million EUR in non-refundable ODA for 14 technical assistance and investment projects in Vietnam this year.
