Hanoi (VNA) – The capital city of Hanoi is adoptinga range of measures to ensure traffic safety and reduce congestion at ‘trafficblack spots’.
The city’s authorities want to increase the ratio of roads incomparison to buildings by up to 0.3%, with a target for this year set at 10.65%.
The People’s Committee of Hanoi has issued Plan No.195/KH-UBND, toaddress unsynchronised transportation infrastructure and traffic congestionspots throughout the city.
The city is also targeting a reduction in the number of trafficaccidents, deaths and injuries by five to 10%.
The plan includes the annual handling of 8-10 traffic black spotsin the city.
Hanoi will also work to ease traffic congestion, limit theduration of traffic jams to less than 30 minutes and address areas thatfrequently have traffic accidents.
Officials also want to improve public transportation to providehigher quality services for passengers to encourage them to take the businstead of using cars and motorbikes.
The core mission is to build and refine regulations, mechanismsand policies to ensure traffic order and safety.
But, it’s key to align these regulations with the city’s sectorialplanning, land use planning, urban and rural development planning andtransportation planning.
Monitoring closely the implementation of the process will be a keypriority, to ensure that new construction projects and improvement ofindustrial zones, urban areas, shopping malls, schools or hospitals will beequipped with the right transportation infrastructure and good public transportlinks.
The city should review and resolve the “black spots” known fortheir high frequency of traffic accidents.
Under the plan, unauthorised crossings over railroads must beeliminated and activities that encroach on roads or railways must also beaddressed.
The city will work with other ministries to build standardevaluation systems for vehicles, materials and infrastructure to create goodconditions for the production of environmentally-friendly transportation.
To achieve the plan, Hanoi should build up policies and legalframeworks in the transportation sector. The authorities will review and proposeamendments to existing legal documents, ensuring they reflect the currentsituation and contribute to an efficient state management system fortransportation.
Furthermore, the city will review and update transport developmentplanning in line with current socio-economic conditions, ensuring alignmentwith national defence and security goals.
Hanoi will prioritise investing in and synchronising trafficinfrastructure, especially projects that aim to reduce congestion in the city./.
The transport sector of the central Da Nang city is implementing a series of plans to ensure traffic safety, and order during the National Day holidays from September 1 – 4 as the number of tourists to the locality is forecast to strongly surge.
Investors and contractors have been told to strictly uphold traffic safety, and occupational safety and health measures at transport infrastructure construction projects, according to a recent directive issued by the Ministry of Transport.
