Deputy PM urges swift support for isolated villages in flood-hit Nghe An
Deputy PM Mai Van Chinh made an inspection tour of Con Cuong commune, one of the hardest-hit areas, where he was informed that flooding has submerged 24 hamlets, 10 of which was completely cut off and five partially isolated, with no casualties reported.

Nghe An (VNA) – Deputy Prime Minister Mai Van Chinh along with a working delegation inspected and directed flood response and recovery efforts in the central Nghe An province on the late afternoon of July 23, which has been severely affected by torrential rains and flooding following Typhoon Wipha.
The Deputy PM visited Con Cuong commune, one of the hardest-hit areas, where he was informed that flooding has submerged 24 hamlets, 10 of which was completely cut off and five partially isolated, with no casualties reported.
To ensure the safety of residents, local party committee, authorities together with military and police forces have evacuated around 2,000 people from 650 households, and their valuable assets and livestock, to a safer area.

Immediately after the flooding began, the commune’s disaster response and search and rescue committee deployed response measures to minimise damage and safeguard locals' lives. Warning signs and checkpoints were set up at dangerous spillways to prevent people from crossing when water levels were high.
Amidst the complex flood situation, the commune remains on high alert. Local authorities are maintaining round-the-clock monitoring and are prepared to act quickly in line with the “four on-the-spot” motto.
Deputy PM Chinh commended the proactive and timely response of Con Cuong and Nghe An authorities. He urged continued vigilance and strict adherence to disaster response plans, especially in high-risk areas, while calling for immediate measures to access and support isolated villages.

In an urgent dispatch issued on July 23, PM Pham Minh Chinh instructed the ministers of national defence, public security, agriculture and environment, finance, industry and trade, and construction, as well as chairpersons of the people’s committees of Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Bac Ninh, Lang Son, Phu Tho, Thai Binh provinces and Hanoi city to conduct thorough damage assessments and provide accurate reports on the flooding’s impact.
The Department of Dyke Management and Natural Disaster Prevention and Control under the Ministry of Agriculture and Environment has released an updated report on the damage caused by typhoon Wipha (locally known as storm No. 3) and subsequent flooding.
Typhoon Wipha and widespread flooding have devastated northern and north-central provinces, damaging homes, crippling agriculture and triggering multiple dike failures. Emergency response teams are working around the clock as further heavy rains are forecast.
The committee has committed nearly 650 million VND (24,870 USD) in aid for flood-hit residents. This includes 200 million VND in cash for families who suffered fatalities, injuries, or significant losses of homes, livelihoods, and food; and hundreds of relief boxes.
Upon receiving information from local police, the Consulate General swiftly launched the necessary moves. The victims were confirmed to be Vietnamese nationals - Nguyen Duy Quang and Nguyen Quang Minh, who both died, and Hoang Trung Hieu, who remains in critical condition.
PM Pham Minh Chinh stressed that natural disaster prevention and response forms a vital part of national defence, especially for Vietnam, a country vulnerable to natural disasters.
The course has attracted over 60 participants from provinces and cities across China, including Beijing, Shanghai, Tianjin, Chongqing, Shandong, and Nanning. They are divided into two classes - one for learners with prior knowledge of Vietnamese and another for beginners.
