Government reviews delegation of power report before Politburo submission

Hanoi (VNA) – Permanent Deputy Minister Nguyen Hoa Binh presided over a meeting on September 9 with leaders of ministries and sectors to assess the enforcement of laws on decentralisation, delegation of authority, and delineation of responsibilities, as well as finalise a report for submission to the Politburo.
Minister of Home Affairs Pham Thi Thanh Tra reported that all 16 ministries and ministerial-level agencies, along with 30 of 34 localities, submitted assessments identifying obstacles in implementing the legal framework on decentralisation and delegation. The ministry coordinated closely with the Ministry of Justice and the Government Office to ensure consistent and reliable data.
The draft report, Tra said, covers the evaluation on implementing legal documents issued between June 1 and August 31, 2025, including 30 decrees and 66 circulars on decentralisation linked to the two-tier local government model. In total, 2,532 tasks and powers have been decentralised or delegated so far.
𓄧 As of July 1, the proportion of decentralised tasks remains modest, averaging 50–60%, still below the Politburo and Secretariat’s Conclusion No.155-KL/TW. While some ministries like the ministries of Justice, Home Affairs, and Education and Training and Government Inspectorate achieved substantial decentralisation rates, others including the ministries of Finance, Health, Science and Technology, and Culture, Sports and Tourism continue to maintain high concentrations of authority at the central level, she added.

Representatives from key ministries proposed solutions to remove bottlenecks in implementing decentralisation.
In conclusion, Deputy PM Binh praised the Ministry of Home Affairs’ detailed draft, urging ministries and sectors to refine data, highlight achievements in the organisation of the two-tier local administration, while identifying limitations and making feasible proposals.
He ordered ministries to address difficulties by September 15, stating despite current challenges, the system is operating more effectively thanks to the concerted efforts of all ministries and sectors.
🤪 He requested that the report must focus on pressing issues such as shortage of qualified staff due to excessive delegation, redundant or inadequate headquarters, and working conditions./.
The two-tier local government model, after two months of implementation, has proved stable and effective in clearing obstacles, meeting public expectations, said Prime Minister Pham Minh Chinh.
