Hanoi completes preparations for freeing amnestied prisoners

Hanoi (VNA) – Hanoi’s public security units are nowready to carry out the amnesty round on the occasion of National Day(September 2), as all necessary preparations had been completed by August29.

More than 90 inmates in the city will benefit fromthe policy, including both with household registration in Hanoi and othercities and provinces nationwide.

The police have stepped up the communication work toraise the awareness of the prisoners as well as local residents about thereintegration into the community of the released prisoners.

A ceremony will be held at the prisons on September1 to announce the amnesty decisions.

Ninety-two out of more than 4,000 prisoners at Ninh Khanh prison in Ninh Van commune, Hoa Lu district, the northern provinceof Ninh Binh, are also included in the amnesty list.

The beneficiaries have been asked to report theirrelease to local authorities in line with legal regulations, and equipped with necessaryknowledge and skills to reintegrate into the society.

On July 1, 2022, President Nguyen XuanPhuc signed a decision on amnesty on the occasion of the 77th anniversary ofAugust Revolution (August 19) and National Day (September 2), which will be theninth since the National Assembly adopted the 2009 Law on Amnesty.

The beneficiaries include those who areserving fixed-term sentences, those who will have life sentences reduced, andthose who will have sentences suspended.

In order to be considered for amnesty,inmates must show good conduct, serve at least half of their fixed-termsentences, and at least 15 years for those who have their life sentencesreduced to fixed-term sentences. Another requirement is that the inmates mustcomplete the payment of court fees.

Prisoners who have returned part of assets, paidpart of compensations or fulfilled part of other civil obligations, but havemet special economic difficulties will be taken into consideration, except forthose involved in corruption.

Those who are 70 years old and above, or the onlybreadwinners of disadvantaged families, or suffer from serious diseases,chronic illness or disabilities, or female inmates who are pregnant or havekids less than three years old, will also be considered once they have servedat least one third or two fifths of their prison terms, or 13 years for thosewho have their life sentences reduced to fixed-term sentences.

In compliance with the decision, relevant units reviewed the dossiers of nearly3,000 inmates nominated for amnesty submitted by prisons managed by theMinistry of Public Security and Ministry of National Defence, Deputy PrimeMinister Pham Binh Minh told a meeting of the Central Advisory Council onAmnesty on August 23.

The previous eight rounds of amnesty benefited 90,000 inmates. The rate ofamnesty beneficiaries reverting back to crime was reportedly at 0.06%during the period./
