HCM City suggested to collect infrastructure fees at ports

HCMCity (VNS/VNA) – Ho Chi Minh City’s Department of Transport has recommendedthat the People’s Committee should collect infrastructure fees at ports to fundimprovements to their facilities.

Thevolume of cargo handled by them is growing at 5 percent a year, with the goodsbrought mainly by road, meaning the number of container trucks going in and outof the ports is huge.

Onaverage, 26,000 vehicles come to the ports every day but the road networkaround them has not developed commensurately, resulting in prolongedcongestion, according to the department.

Thecity has been investing large amounts of money every year in transport networks,infrastructure and public services at or near ports that serveforeign trade.

Butfunds are limited and so fees should be collected from users of publicfacilities, the department said.

Accordingto figures from the Association of Vietnam Seaports, HCM City ports’throughput in 2018 was 6 million TEUs and Hai Phong ports’ was 2 million TEUs.

ButHai Phong collects fees at its ports, with the northern city’s People’s Councilsaying they amounted to 1.29 trillion VND (56 million USD) in 2018.  

Revenue fromthe fees could also be used to invest in infrastructure forbusiness activities, which would help make HCM City a smartcity and improve its logistics services, according to the department./.
