According to Energy and Mineral Resource Deputy MinisterArcandra Tahar, the letter was sent after Indonesia was invited to rejoin OPECand it could avoid production cuts.

The OPEC membership of Indonesia has beensuspended in November 2016, less than a year after the country rejoined theorganisation due to its disagreement on the group’s proposed production cuts.
