Minister Nguyen Thanh Nghi: New administrative structure will not burden businesses

Hanoi (VNA) ꦇ– In adherence to directives from the Party Central Committee, the Politburo, and the Government on streamlining administrative structures for greater efficiency, Minister Nguyen Thanh Nghi highlighted that the Ministry of Construction and the Ministry of Transport have finalised a merger proposal to submit to the Government.
The newly restructured system will be more effective than before, ensuring no gaps in state management responsibilities, eliminating overlaps, and preventing bureaucratic delays that could inconvenience citizens and businesses.
In his remarks at the Government’s 2024 year-end review and 2025 task implementation conference, held online on January 8, Minister Nghi stated that in 2025, the construction sector, alongside other ministries and local authorities, will accelerate efforts to achieve key targets set by the 13th National Party Congress and the National Assembly’s five-year (2021-2025) economic and social development plan, moving towards the 14th National Party Congress.
The construction sector will focus on strategic objectives approved by the Prime Minister, including refining legal frameworks, ensuring proper implementation of regulations, and maintaining the quality of legislative and policy proposals.
Minister Nghi emphasized that the restructuring process must include significant decentralization to local authorities. The new system must run smoothly, efficiently, and more effectively than before, with no gaps in state management, no overlapping functions, and no bureaucratic obstacles that burden citizens and businesses.
Minister Nghi noted that despite numerous challenges in 2024, the Ministry of Construction stayed committed to its goals and maintained progress as planned.
Regarding social housing development, he highlighted the progress of the plan to build at least one million affordable housing units for low-income earners and industrial park workers between 2021 and 2030. Nationwide, 645 social housing projects with a total of 581,218 units have been implemented.
In 2024 alone, 28 projects totaling 20,284 units were completed, an increase of about 46 percent compared to 2023, equivalent to approximately 6,420 additional units.
In terms of real estate market management, Minister Nghi noted that in 2024, the Government and the Prime Minister issued nearly 20 policy documents, including resolutions, directives, decisions, and official telegrams. These introduced concrete measures to tackle challenges, promote social housing development, and ensure a stable, healthy, and sustainable real estate market.
Additionally, following the Prime Minister's directive, the Task Force on Resolving Obstacles in Real Estate Projects has proactively reviewed and categorized challenges, provided guidance, expedited solutions, and taken independent action to address issues.
In 2024, the task force received 47 reports from local authorities, citizens, and businesses regarding difficulties and recommendations related to 32 real estate projects. Within its assigned authority, it issued 25 documents to address these concerns.
"We have gradually cleared obstacles in real estate project implementation, leading to an improved supply. With multiple solutions being implemented simultaneously, the market—especially social housing—is expected to see positive changes, helping the real estate sector recover and move past its most difficult phase," Nghi emphasized./.
