Ministry asks for tightened management on condotels, officetels, shophouses
The Ministry of Construction has asked provincial and municipal people’s committees to tighten management on condotels, officetels, resort villas and shophouses while there remains a shortage of regulations to ensure the development of these new property products.

Hanoi (VNS/VNA) - The Ministry ofConstruction has asked provincial and municipal people’s committees to tightenmanagement on condotels, officetels, resort villas and shophouses while thereremains a shortage of regulations to ensure the development of thesenew property products.
According to the ministry’s document sent tothe provincial and municipal people’s committees late last week, condotels,officetels, resort villas and shophouses were developing rapidly in somelocalities.
However, a number of problems arose duringthe investment, construction and operation of these projects, such asincomplete planning as well as a lack of regulations aboutthe relationship between investors and confusion in granting ownershipcertificates.
In addition, when falling into difficulties,investors of several condotel and officetel projects asked for the conversionof their projects into other residential buildings, which put pressure ontechnical and social infrastructure.
In that situation, the ministry askedprovincial and municipal people’s committees to strictly comply withestablished regulations on technical standards when evaluating and approvingthese projects, including construction areas, number of units and number ofresidents allowed to live in condotels and officetels.
Careful consideration must be given whengranting new projects, the ministry asked.
Recently, the Hanoi People’s Committee also asked the municipaldepartments to tighten the management on condotels and officetels as well asprojects which were asking for conversion into residential purposes.
The municipal People’s Committee also askedthe Department of Tourism to inspect the operation of condotels and officetelsin the city.
In early August, the ministry said thatcompilation of amendments to the Law on Real Estate Business was underway,which would clearly regulate the construction and operation of tourism propertyproducts to ensure the legitimate rights of relevant parties./.
