Hanoi (VNA) – The National Ass💧embly (NA) Standing Committee concluded its 46th session on June 10, successfully completi𒁃ng all items on the agenda.
In his closing remarks, NA Chairman Tran Thanh Man highlighted that this session dealt with a huge workload and issues which are both urgent and long-term, strategic. Some issues are new, requiring coordination between agencies for the settlement.
The NA Standing Committee reviewed and approved in principle resolutions on the arrangement of commune-level administrative units in 2025, and discussed the revision of the draft Law on State Budget (amended).
Full-time lawmakers also reviewed and gave opinions on the assessment and revision of 28 draft laws that were discussed by the first phase of the 9th session of the 15th NA, preparing for submission to the legislature for approval in the second phase of the 9th session.
The committee agreed to submit to the NA the draft law amending and supplementing 11 laws in the military and defence fields; a project on rearranging provincial-level administrative units in 2025; and the investment policy for Ho Chi Minh City's Ring Road 4 construction project.
The committee also passed one ordinance mending Article 10 of the Population Ordinance, and six resolutions within its authority; reviewed and approved in principle resolutions on the rearrangement of commune-level administrative units in 2025.
The NA Chairman said that the result of the session was a comprehensive review to thoroughly prepare for the second phase of the 9th session, which is slated to begin on June 11 and close on June 27.
He said many major issues have been clarified while controversial contents have also been specifically addressed. This was a very important basis for agencies to continue to complete their dossiers, improve the quality of submissions to the NA, and ensure that each decision made by the NA is truly put into practice, bring practical benefits to the people, and serves the country's rapid and sustainable development.
Earlier on June 10 afternoon, the NA Standing Committee discussed the draft Law on amendments and supplements to a number of articles of the Law on Election of Deputies to the National Assembly and Deputies to People's Councils./.
More than 280 million opinions from individuals, agencies, and organisations have been collected on the draft resolution on amending specific articles of the 2013 Constitution. With an approval rate of 99.75%, the process reflects strong alignment between the Party’s guideline and public sentiment.
Attention must be paid to reviewing regulations related to the establishment of a fund for promoting efficient and economical use of energy in the draft law, and financial incentives to ensure consistency with the Law on State Budget, the Law on Public Investment, and the Law on Taxation, the top legislator said.
The National Assembly Standing Committee voted unanimously to approve in principle a resolution reorganising commune-level administrative units during its ongoing 46th session in Hanoi on June 5.
The newly adopted law stipulates that the people’s procuracy system comprises the Supreme People’s Procuracy; people’s procuracies at the provincial and municipal level; regional people’s procuracies; and military procuracies at all levels.
For 2025 and beyond, Vietnam and Mozambique have identified key cooperation priorities, including the continued implementation of existing frameworks and the expansion of ties into new areas such as renewable energy, construction, IT and digital transformation.
Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu stressed the need to enhance the performance of institutions established under the Convention, thereby reinforcing the role and vitality of UNCLOS, referred to as the “Constitution for the Oceans,” in maintaining maritime order, conserving and sustainably utilising marine resources, and contributing to global peace, stability, and sustainable development.
Regarding PM Chinh’s attendance at the WEF’s meeting in China for the third year in a row and Vietnam’s contributions to the forum, Ma said the Vietnamese leader has shared practical experiences and proposals on green economy aimed at facilitating trade and attracting foreign investment within the framework of the Regional Comprehensive Economic Partnership (RCEP); and offering fresh ideas for shaping strategies in economics, trade, and sustainable development.
In 2019, the Vietnamese association in PEI was established as a non-governmental organisation to support integration and development within the community. It has since organised a range of activities to maintain cultural identity, foster community cohesion, and strengthen ties with the homeland, while also contributing to the development of the host society.
Vietnam’s participation at the meeting underscores the country’s consistent foreign policy of independence, self-reliance, multilateralisation and diversification, and proactive international integration in a broad, deep, and effective manner. It also conveys Vietnam’s ambition and determination to enter a new era - the era of the nation’s rise.
The amended law will take effect on July 1, 2025, except for provisions on civil servant evaluation in Section 3, Chapter IV, which will be implemented from January 1, 2026.

Vietnam always regards the RoK as an important and long-term strategic partner; and hopes that the two sides will work together to further deepen the Comprehensive Strategic Partnership in a more substantive, effective, and comprehensive manner in the coming time.
