Hanoi (VNA) - The Hanoitraffic police’s proposal to allow Hanoians to own only one car and oneregistration plate interferes with the citizens’ right to own property.

This was said by Nguyen Thanh Tu, head of theMinistry of Justice’s Civil and Economic Law Department at a recent pressconference in Hanoi, reported the Cong an nhan dan (People’sPolice) online newspaper.

The proposal, put forth to tackle the capital’sworsening traffic situation, was very controversial, Tu said.

"To fix the traffic congestion problem, weneed a set of solutions, from improving our transport infrastructure totightening traffic rules," Tu said.

To control the rise in purchases of vehicles forpersonal use, the authority should impose higher tax on the second car, insteadof limiting people from owning more than one car, he suggested.

The controversial proposal to limit people fromowning more than one vehicle was made last week by Colonel Dao Vinh Thang, headof Hanoi Traffic Police Division. Under the proposal, a citizen could own onlyone car and would be issued only one registration plate. If the owner wanted tosell the old car and buy another one, he or she would have to use the sameregistration plate.

Thang said he came up with the proposal as thecity’s transport infrastructure was under intense pressure, with the number ofnewly registered vehicles rising by 16,000 bikes and 500 cars every month.

It is estimated that Hanoi now has 6 millionmotorbikes, 600,000 cars and 350,000 electric scooters.-VNA

Running from August 4 to September 2, under the hashtag #TuHaoVietNam, the campaign invites participants in two categories: “I Love My Country” video clips and “I Love My Country” check-in photos.

With a tight 13-month deadline, the move is under a strategic and urgent policy to bridge educational gaps, train the local workforce, and shore up territorial sovereignty in some of the country’s most remote areas.
