According to the notification issued earlierthis week, the investigation was initiated on September 10 for some cementproducts exported to the Philippines in the period of 2013-2017.
The investigation was based on import dataobtained from official sources and information submitted by members of theCement Manufacturers Association of the Philippines showing that increasedimports of cement are a substantial cause of serious injury to the domesticindustry in terms of declining market share, production sales, capacityutilisation, profitability, price depression, suppression and undercutting.
The investigation has been initiated todetermine whether safeguard measures are warranted.
A review by the Philippine Department of Tradeand Industry (DTI) found that imports grew 70 percent year-on-year in 2014;4,391 percent in 2015; 549 percent in 2016 and 72 percent in 2017.
The DTI said Vietnam was the country with the largestexport volume to the Philippines during the period 2014-2017.
According to the existing regulations of thePhilippines, the exporters and importers, organisations inside and outside thePhilippines have the right to express their opinions and comments about thisinvestigation, including comments on the impact of applying the safeguardmeasure to the public interest.
Meanwhile, DTI required Vietnamese exportersthat are already identified by the investigating authorities to respond to thequestionnaire in the case.
The General Department of Vietnam Customs saidin the first seven months this year, Vietnam’s cement exports to thePhilippines increased by 23.5 percent in volume to 3.49 million tonnes and 28.1percent in value to 159.73 million USD. Price increased by 3.8 percent to 45.3 USDper tonne.
According to the Ministry of Construction, Vietnamexported 23.28 million tonnes cement in the first nine months this year, 66 percenthigher than the same period last year.
This figure was 3-4 million tonnes higher thanthe export target at 18-19 million for the whole year.
During the first nine months, the domesticcement industry’s total consumption of cement reached 72.82 million tonnes,including 49.54 million tonnes in the domestic market.
Of that, the cement consumption volume inSeptember reached 7.88 million tonnes, 14 percent higher than the same periodlast year, including 5.68 million tonnes for the domestic market and 2.2million tonnes for export.-VNA
