Politburo asks Hai Phong, Quang Ngai to continue improving documents for Party Congresses

Hanoi (VNA) – Politburo member and Prime Minister Pham Minh Chinh chaired a working session in Hanoi on August 28 with the standing boards of the Party Committees of Hai Phong city and Quang Ngai province to review draft documents and personnel proposals ahead of their Party Congresses for the 2025–2030 term.

Representatives from the two localities presented draft political reports, leadership reviews, personnel lineups, and congress resolutions. They highlighted achievements from the 2020-2025 term, but admitted they need clearer strategies to address shortcomings, and proposed new leadership and development ideas for the new term.

Concluding the session, PM Chinh acknowledged and appreciated the achievements of the two localities. He generally agreed with the draft documents that had been developed in accordance with the spirit of Directive No. 45-CT/TW, which comprehensively evaluated accomplishments over the past five years, frankly identified limitations and their causes, and drew valuable lessons.

The proposed orientations, goals, tasks, and solutions for the 2025–2030 period reflect strong political will and a clear development vision. They identify key and breakthrough tasks, concretizing major policies and strategic directions outlined in the draft documents for the 14th National Party Congress, as well as recent resolutions and guidance issued by the Party Central Committee and the Politburo.

He asked the Hai Phong Party Committee to continue incorporating feedback from members of the Politburo, the Secretariat, central committees, ministries, and agencies, especially the directives of Party General Secretary To Lam during his recent working session with the city. These inputs should inform the finalization of congress documents and personnel proposals, ensuring they meet the vision and strategic development goals in the new context and expanded development space.

Hai Phong should aim for higher goals and targets in the next term, worthy of its role as a key driver of national development, he noted.

▨ Attention must also be given to building a strong political system at all levels; ensuring firm national defense; maintaining political security and social order; improving the effectiveness of foreign affairs; and enhancing the people’s quality of life, he added.

Meanwhile, the Quang Ngai Party Committee must thoroughly grasp the Party’s viewpoints and guiding principles outlined in the draft documents of the Party Central Committee for the upcoming 14th National Congress, along with relevant resolutions and policies on socio-economic development, national defence and security, and Party building, PM Chinh said.

Quang Ngai should strengthen and comprehensively build a clean and strong Party and political system; reassess the province’s position within the broader framework of regional and inter-regional development; restructure its economy; and define a new growth model focused on improving productivity, quality, efficiency, value-added, and competitiveness.

The province should also work to stabilise and develop ethnic minority areas, which are the foundation for strengthening the national great unity bloc, ensuring inclusive development. It must strive for rapid and sustainable poverty reduction among ethnic minority communities. Socio-economic development efforts must be closely linked with ensuring national defence and security, firmly safeguarding national sovereignty and territorial integrity, he added.

The Politburo assessed that the draft documents and personnel proposals of both localities are basically qualified for submission to their respective Party Congresses for the 2025–2030 term, the PM said.

The Prime Minister urged localities to absorb feedback from members of the Politburo, the Secretariat, and relevant ministries and agencies in order to continue improving their congress documents and action programmes for implementing the resolutions. These must clearly define objectives, tasks, resources, responsibilities and timelines, and be ready for immediate implementation after the congress./.
