Prosecutor General Binh said the Supreme People’s Procuracy alwayspays attention to human resources development by training them both athome and abroad, especially on-site training covering criminal, civiland administrative cases. Trials are open to help prosecutors learn fromexperience, making it easier for them to exercise prosecution rightsand assess their performance.
Regarding the highnumber of suspended economic and corruption cases, Nguyen Hoa Binh saidthe rate of cases is 30.8 percent, higher than other cases which average21 percent.
For economic cases which involve theuse of money as a means and purpose, pecuniary penalties will be imposedinstead of prison sentences.
As for suspendedcorruption cases, the Prosecutor General affirmed that all of them arein accordance with the law. The Supreme People’s Procuracy will workwith investigative agencies and courts to assess measures to reduce suchcases in the time to come.
Clarifying this issue,he said the Supreme People’s Court will devise a joint circular toensure that all suspended cases are done so in a lawful and seriousmanner, especially those related to corruption.
Concluding Prosecutor General’s question and answer session, NA ChairmanNguyen Sinh Hung hailed the heated discussion, which encompassesjudiciary, investigation, supervision, hearing and implementation ofdeath sentence matters.
The top legislator said theSupreme People’s Procuracy and Supreme People’s Court have exertedefforts to crack down on violations, leading to positive changes toinvestigations, prosecutions, trials and implementation of court’ssentences. The judicial sector thereby ensures security, order andsocial safety, contributing to national socio-economic development.
He said the Supreme People’s Procuracy must oversee 100 percent ofcases from the beginning, and promptly conduct inquiries to minimise theomission of violations, unjust punishment and negative occurrences inthe sector.
The NA leader requested the SupremePeople’s Procuracy, Supreme People’s Court, Ministries of PublicSecurity and Justice, and the Government Inspectorate to build atransparent, strong, democratic and civilised justice sector for thenation and people.
The session was broadcast live and drew the interest of voters nationwide.
Hoang Thi Quynh Ngan, General Secretary of the Thai Nguyen provincialchapter of the Union of Science and Technology Associations, said thequestions covered voters’ concerns, including the improved workingefficiency of the procuracy sector.
She praised theProsecutor General’s answers, especially the development of humanresources in remote localities and judicial reforms.
Hoang Nhu Vinh, deputy member of the Dong Nai provincial BarAssociation, said Binh’s answers were to the point, revealing existingproblems.
According to him, measures should be morespecific and there should be coordination among forces and sectors toimprove the work of procuracy and procedures.-VNA
