Resolution to improve construction investment issued

Hanoi (VNA) - The Government hasissued a resolution assigning major tasks for ministries and local authoritiesand asking them to identify solutions to obstacles relating to policies andinvestment schemes in the construction sector.

The resolution, issued on August 25, setsas the first task the completion of a legal system on construction investmentensuring consistency, synchronisation, reform of administrative procedures,simplification of business investment conditions and timely removal of barriersand obstacles in the sector.

The Government has ordered relatedministries and central agencies to take the initiative in reviewing andproposing amendments and the promulgation of new legal documents to ensureuniformed implementation.

It urged the intensification of Statemanagement in all processes of construction project implementation and even thetiming of its opening.

At the same time, the resolution said, theministries and central agencies should quickly solve problems relating to allaspects of project construction investment, especially those related toadministrative procedures and business investment conditions.

In the immediate time, the Ministry ofConstruction will continue studying and elaborating on the amendment andsupplement of laws on construction, housing, the real estate business and urbanplanning.

The ministry was also assigned to undertakereforms and simplification of administrative procedures as well as conditionsfor business investment to create favourable conditions for all people andbusiness enterprises.

The result of such works should besubmitted to the National Assembly at the 7th Session in mid 2019, said theresolution.

Meanwhile, the Ministry of Planning andInvestment was assigned to coordinate with other related ministries andagencies in completing the draft revised Law on Public Investment in adirection that helps simplify administrative procedures, enhancedecentralisation and take the initiative in formulating, appraising andassigning medium and long-term public investment plans to increase effectiveness.

The resolution said the ministry shouldreport the results of such works to the National Assembly at its 6th session inOctober this year.

The Ministry of Natural Resources andEnvironment (MoNRE) was assigned to coordinate with other related ministriesand agencies in drafting the amendment and supplement for the revised Laws onLand. It should also take measures to improve business conditions and boostadministrative reforms.

All results should be reported to theGovernment in the first quarter of 2019.

The Government also ordered the MoNRE topropose amendments and supplements to the Law on Environmental Protection toincrease the effectiveness of environmental assessment reports. In particular,policies establishing the procedures for project evaluation and appraisingconstruction design are to be upgraded.-VNA
