“Say no to cars as gifts’: PM

PM Nguyen Xuan Phuc has reiterated that all ministries and central authorities act to end the practice of State-owned agencies accepting luxury cars as gifts from private firms or individuals.

Hanoi (VNA) - Prime Minister Nguyen Xuan Phuc has reiterated that allministries and central authorities act to end the practice of State-ownedagencies accepting luxury cars as gifts from private firms or individuals.

This is one of the steps in fighting corruption and avoiding tax exemptionsgiven to imported vehicles, he said at a regular Government meeting.

He said the ministries, sectors and state-owned agencies should strictly followthe standards and mechanisms on the use of automobiles as contained in GovernmentDecision No. 32, which was issued in 2015.

He asked the Ministry of Finance (MoF) to review the total number of spare carsand allocate them to sectors and localities with real needs.

The MoF has also been asked to collaborate with the Ministry of Justice and theGovernment Inspectorate to investigate State-owned organisations and governmentofficials that have received cars from private enterprises, and submit a reportto the PM by April 28.

The PM urged the Finance Ministry to review the number of cars that have beenwritten off by the State so as to ensure transparency of the process.

The ministry should make the management of State properties more effective byre-assessing current regulations and mechanisms and making due changes, hesaid.  

The money earned from selling written-off cars should be sent to the Statebudget, he added.

Phuc also instructed the Ministry of Public Security (MoPS) to confiscatelicence plates of written-off cars and report on the process of managing andusing licence plates.  

The MoPS will also be also responsible for collaborating with the finance andjustice ministries to develop mechanisms for auctioning licence plates ofwritten-off cars and report to the Government by May this year.

The PM asked the Ministry of Defence to review and confiscateGovernment licence plates issued to State enterprises that are notinvolved in national defence missions.-VNA
