The 15th National Assembly held a plenary session in Hanoi on May 23, the second day of its ongoing fifth sitting, during which legislators touched upon different issues.

In the morning, the deputies listened to theGovernment’s report and the NA Committee for Finance - Budget's verification report on thrift practice and wastefulness prevention in 2022.
They then looked into the law and ordinance building programmesfor 2023 and 2024. Minister of Justice Le Thanh Long, on behalf of theGovernment, further explained some issues raised by legislators.
In the afternoon, the deputies opined on theGovernment’s proposal and the NA Committee for Finance - Budget's verification report on the allocation of capital to the tasks and projectsunder the socio-economic recovery and development programme; the assignment,adjustment and supplement of the medium-term public investment plan using thecentral budget for 2021 - 2025, the allocation of the national targetprogrammes’ investment capital sourced from the central budget for 2023; and areport on supplements to the draft revised Law on Prices.
After that, the legislators scrutinised some debatableissues on this draft revised law at the plenary sitting. Minister of Finance HoDuc Phoc, on behalf of the compiling agency, cleared up issues of deputies’ concern.
The legislature will continue with a plenary sessionon May 24, during which they will work on State budget balance, State budget balanceaudit, and State budget balance assessment for 2021.
They will also give opinions to the Law on Bidding(revised), the draft Law on Civil Defence, the 2% reduction in the value addedtax under Resolution No. 43/2022/QH15 dated January 11, 2022, and a transportproject.
The meeting will be broadcast live by the NA’stelevision channel.
The 15th NA’s fifth session is taking place in twophases with a total duration of 22 days, with the first from May 22 to June 10,and the second from June 19 to 23./.
On the sidelines of the 15th National Assembly’s ongoing fifth plenary session, deputies stressed the need to maintain a cap on airfares, as the legislature plans to discuss different opinions of the draft Law on Price (amended) on May 23 afternoon.
National Assembly Chairman Vuong Dinh Hue on May 23 affirmed that the Czech Republic is a very important partner of Vietnam in Central-Eastern Europe, during his reception for Deputy Speaker of the Chamber of Deputies of the Czech parliament Jan Bartosek in Hanoi on May 23.
Prime Minister Pham Minh Chinh on June 26 visited the Memorial Hall of the first National Congress of the Communist Party of China (CPC) and Pudong district, a development model in the new era of Shanghai as well as China.
The resolution on tuition exemption and support in the national education system was approved with 440 out of 441 deputies present voting in favour. It takes effect from the date of its adoption and will be applied starting from the 2025–2026 academic year.

Based on the developments of disasters, epidemics, national defence and security conditions, and public order and safety, and upon proposals from relevant ministries or provincial-level People’s Committee chairpersons, the Prime Minister may request the NA Standing Committee to declare a state of emergency, according to a draft law.
Since the signing of the Vietnam-Cambodia trade and economic cooperation agreement, trade and investment ties have seen remarkable growth, substantially contributing to each country's socio-economic development and facilitating collaboration in various spheres, said Ambassador Nguyen Minh Vu.

NA Chairman Tran Thanh Man expressed confidence that the legislature will soon apply AI and digital transformation more broadly, thereby enhancing the effectiveness of its legislative, supreme supervision, and decision-making functions on critical national matters.
Prime Minister Pham Minh Chinh and President and CEO of the World Economic Forum Borge Brende discussed Vietnam’s new development vision and its experience in building an independent, self-reliant and globally-integrated economy, and navigating global instability through proactive diplomacy.
