Hanoi (VNA) 𝕴– Leaders of the Ministry of Transport, localities, and relevant units have agreed that it is necessary to change perspective on the work of the North-South expressway project to ensure proper investment efficiency and progress.
Speaking at a conference for agencies and localities to exchange and share experiences on the project implementation on June 1, Deputy Minister of Transport Le Dinh Tho said that Government is determined to complete 3,000 km of expressway by 2025. Up to now, about 1,729km of expressway has been put into operation.
According to Nguyen Manh Ha, Deputy General Director of the Transport Engineering Design Incorporated (TEDI), the design survey process must be guaranteed to collect data that is close to reality and meet the requirements of the design work in each stage of implementation, avoiding adverse impact on the progress and quality of the project.
On the other hand, TEDI also controls the design quality from the input data stage. It handles inadequacies and fluctuations in prices of raw materials, and construction norms, and at the same time recommends investors to review and evaluate the quality and capacity of consultants, contractors to select the qualified companies.
꧟ A leader of the My Thuan Project Management Board which is implementing two component projects of Can Tho-Hau Giang and Hau Giang-Ca Mau sections admitted that at present, the problem of construction materials in general, sand for roadbed in particular, is extremely difficult.

Therefore, to prepare for the implementation of the project, the My Thuan Project Management Board has actively developed a plan, and determined the area and a quality source of materials for the project. They have worked with each locality regarding exploitation plans to complete the necessary procedures to open new mines, and increase the capacity of existing mines.
In particular, the management board has been coordinating with stakeholders to pilot the use of sea sand for roadbed construction in the Hau Giang-Ca Mau expressway project.
Assessing that the North-South expressway project is a national key project that requires a large number of households to be moved, a representative from the Hau Giang People's Committee said that the project is being carried out concurrently with resettlement and compensation along with making investment plan. As a huge workload has to be completed in a short time, a lot of resources must be focused on this work.
Hau Giang province has established a provincial steering committee to direct the implementation of compensation and resettlement for key projects; develop specific plans on milestones and assign specific tasks to relevant units.
ꦫ In addition, the locality is also directed to review, amend and supplement compensation and resettlement policies to ensure that people have better living conditions after being relocated.

Concluding the conference, Deputy Minister of Transport Le Dinh Tho said that the ministry and localities will make recommendations to competent authorities to remove difficulties relating to site clearance, material sources, construction organisation, and project management.
🧸 More than 5.22 trillion VND (over 222.6 million USD) is set to be disbursed for component projects of the North-South expressway project in June. This includes more than 1.6 trillion VND in the first stage and the remainder in the second stage, reported the ministry’s Department of Planning and Investment./.
