Subcommittee prepares documents for 13th National Party Congress

Economic experts and scientists gathered at a meeting chaired by Prime Minister Nguyen Xuan Phuc in Hanoi on March 2 to work on documents on socio-economic development strategies to be summited to the 13th National Party Congress.

Hanoi (VNA) – Economic experts and scientistsgathered at a meeting chaired by Prime Minister Nguyen Xuan Phuc in Hanoi onMarch 2 to work on documents on socio-economic development strategies to besummited to the 13th National Party Congress.

He said the socio-economic subcommittee, foundedto help prepare for the congress slated for early 2021, has been tasked withbuilding a document on the socio-economic development strategy for 2021-2030and another on the socio-economic development plan for 2021-2025. The documentswill set up strategic orientations for national development in the next decade.

Participants predicted that the global situationwill be unpredictable in the next 10 years, especially impacts of the FourthIndustrial Revolution. 

They noted the most important issue is the humanfactor. State agencies’ management activities must be improved to boosteconomic development, while heads of each ministry, sector and locality mustbear greater responsibility.

Vietnam holds advantages for developing tropicalagriculture. Climate change will affect agriculture, but it also createsopportunities to restructure Vietnamese agriculture. Existing farming practicesdepend too much on natural freshwater sources. Therefore, as a large area offarmland is vulnerable to saltwater intrusion, the State should makeorientations to help farmers change their practices.

Participants suggested further scientific andtechnological application and brand building so that Vietnam’s agriculturalproducts will meet international standards and demand.

Priorities should also be given to developingcoastal economic activities, tourism, services and urban areas, they said.

Appreciating the opinions, PM Phuc pointed outthat the country is still facing numerous difficulties and it is now just alower-income nation, while there are not many opportunities. 

He said an aspiration for development is a must,requesting stronger efforts so that Vietnam will have obtained fundamentalimprovements by the centenaries of the Party in 2030 and of the country in2045.-VNA

Death penalty for eight crimꦗinal offenses lifted

The new law abolishes the death penalty for eight criminal offenses: the crime aimed at overthrowing the people’s government; the crime of sabotaging state infrastructure and technical facilities; the crime of producing and trading counterfeit medicines for treatment and prevention; the crime of destroying peace and causing aggressive war; the crime of espionage; that of illegally transporting narcotics; embezzlement; and bribe taking.
