Vietnam eliminates 77% of dilapidated homes nationwide, eyes completion by October

Hanoi (VNA) - Efforts to eradicate makeshift and dilapidated housing across Vietnam have reached 77% completion, with over 209,000 homes either repaired or rebuilt to date. Minister of Ethnic and Religious Affairs Dao Ngoc Dung, who also🥃 serves as Standing Deputy Head of the Central Steering Committee for the national campaign, confirmed the figure during the fourth committee meeting on May 11.

Under the current plan, more than 61,800 houses still require construction or renovation between now and the target deadline of 31 October 2025. According to the Minister, 18 provinces have committed to finishing their targets by September, while the remaining provinces have registered for completion by October.
Since the third committee meeting on March 10, 2025, progress has accelerated markedly. Localities have finalised assessments of housing needs and submitted their data to central authorities. As of May 11, out of the total 270,800 houses registered in the final phase, 111,000 have been completed and another 98,000 are under construction.
Funding remains the biggest challenge. As of May 10, approximately 3.14 trillion VND, or 91.8% of the needed funds, has been mobilised according to the financial plan issued on 5 October 2024. This includes more than 1.8 trillion VND in social contributions and over 1 trillion VND from households themselves.
However, support for housing construction for persons with meritorious service remains underfunded, as central funding has yet to be allocated. Despite this, local authorities have managed to complete 50.79% of the required homes through local budget advances or voluntary contributions.
To meet the October deadline, the Minister urged local governments to intensify implementation efforts and stick closely to their registered timelines, especially the 18 provinces with September and October deadlines. He also requested the Ministry of Finance to promptly allocate funding for housing support to persons with meritorious service and relatives of fallen soldiers.
In line with the Prime Minister’s directive, Minister Dung emphasised the need to unify funding adjustments from the national housing programme, the 5% regular spending savings from 2024, and contributions from national solidarity funds like the “Fund for the Poor.” These adjustments must reflect actual local needs.

Prime Minister Pham Minh Chinh, who chairs the Central Steering Committee, directed the Ministry of Ethnic and Religious Affairs to intensify monitoring, enforce weekly and monthly planning, and ensure full completion by 31 October 2025. He also instructed the ministry to work with the Ministry of Finance to finalise funding reallocations by 20 May and ensure timely disbursement from national solidarity funds.
In addition, the Prime Minister tasked the Ministry of Construction with proposing amendments to housing support guidelines within May, and coordinating with the Ministry of Agriculture and Environment to accelerate sustainable poverty reduction housing support.
The State Bank of Vietnam was also asked to direct credit institutions to participate actively in funding transfers to provinces.
Localities are being urged to quickly restructure their steering committees following administrative reorganisation, ensuring continuity and timely housing support, particularly for persons with meritorious service. Authorities must also maximise local resources and keep costs down, as each new home represents not only a shelter but also a symbol of national unity, compassion and community care./.
Since the beginning of 2025, the northern mountainous province of Son La has eliminated makeshift and dilapidated houses for 3,058 families, fulfilling 100% of its target.
The housing programme reflects the public security force's material support as well as sense of responsibility towards and solidarity with the people, said an official of the Ministry of Public Security.
This nationwide drive is part of an ongoing emulation campaign launched by Prime Minister Pham Minh Chinh and calling for concerted efforts to eliminate substandard houses by the end of this year.
Vietnam has so far replaced 195,068 makeshift and dilapidated houses, including 20,444 for people who rendered service to the revolution, 62,116 under two national target programmes, and 112,508 under the campaign on elimination of substandard houses.
