Hanoi (VNA) – The Ministry of Industry and Trade (MoIT) has issuedDecision No.2334/QD-BCT on launching anti-dumping investigation on BiaxialOriented Polypropylene (BOPP) film originating from China, Thailand andMalaysia.

The investigation was initiated based on requests of domestic producers onApril 26. In their petitions, Hung Nghiep Formosa Ltd Company and Youl ChonVina Plastic JSC said BOPP film products imported from the three countries weredumped in the Vietnamese market, causing significant damage to Vietnam’s BOPPfilm production industry.

After initiating the investigation, the ministry will send questionnaires torelated parties to collect information so as to analyse and evaluate thesituation. Ifnecessary, based on preliminary investigations, the MoIT may apply temporaryanti-dumping measures to prevent significant damage to the industry.

The ministry will organise a public consultation so that competent parties havechance to discuss, provide information, and have a voice in the issue beforegiving out final conclusion.

The ministry may apply anti-dumping duties retroactive for goods subject to taxwithin 90 days prior to the application of temporary anti-dumping duties.

The ministry recommendsthat organisations and individuals during the process of signing importcontracts or involved in distribution, business and use of investigatedgoods should be aware of the possibility of temporary anti-dumping taxesand retroactive anti-dumping duties.

Earlier, MoIT also announced temporary anti-dumping duties on aluminumproducts originating from China and some wood fiber products and otherwood-based materials originating from Thailand and Malaysia. - VNA

Under a draft to amend and supplement the Government's Decree 125/2020/ND-CP on administrative sanctions for violations of tax and invoice regulations, the Ministry of Finance has proposed classifying the failure to issue invoices into five different levels. Infraction levels will correspond to fines of 1 million VND to 80 million VND, depending on the nature and number of invoicing violations.
