NA Standing Committee to convene 49th session over 5.5 working days

The first phase is set for September 5, followed by a half-day session on September 12 morning. The final stretch runs from September 22-23 and September 25 afternoon to September 27 morning, with the September 27 afternoon reserved as a backup.

Hanoi (VNA) – The National Assembly (NA) Standing Committee will convene its 49th session over 5.5 working days, split into three phases, the NA Office announced.

The first phase is set for September 5, followed by a half-day session on September 12 morning. The final stretch runs from September 22-23 and September 25 afternoon to September 27 morning, with the September 27 afternoon reserved as a backup.

NA Chairman Tran Thanh Man will open the session and, alongside NA Vice Chairpersons, will rotate in chairing discussions.

The committee is due to review a slew of bills, including the draft Law on amendments and supplements to several articles of the Law on Judicial Records, the draft revised Law on Civil Aviation of Vietnam, the draft amended Law on Bankruptcy, the draft Law on E-Commerce, and the draft revised Law on Thrift Practice and Wastefulness Combat.

Others include the draft revised Law on Deposit Insurance, the draft Law on amendments and supplements to several articles of the Law on Treaties, the draft Law on Cyber Security, the draft Law on amendments and supplements to several articles of 10 laws related to security and order, the draft amended Law on Protection of State Secrets, the draft revised Law on Planning, the draft revised Law on Public Employees, and the draft revised Law on Judicial Expertise.

Lawmakers will consider a resolution shaping voters’ conferences and nominations for commune-level People’s Councils in villages and residential groups, agreements on candidate nominations for supplementary elections, a resolution on the legislative agenda 2026, and another on regulations governing the operations of jury panels.

On the oversight front, the committee will scrutinise the NA’s August 2025 report on public aspirations, alongside reports from Government members, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, and the State Auditor General. These reports will assess the implementation of NA resolutions from the 14th and 15th terms concerning thematic supervision, questioning, and the enforcement of environmental protection laws since the 2020 Law on Environmental Protection took effect.

Feedback will be provided on the Government’s reports on anti-corruption, crime and law violation prevention, and enforcement of judgments in 2025; the 2025 work reports and end-of-term summaries of the Chief Justice of the Supreme People’s Court and the Prosecutor General of the Supreme People’s Procuracy. Reports on the enforcement of the NA’s Constitution, laws, and resolutions, as well as ordinances and resolutions of the NA Standing Committee, will also be reviewed.

The session will also mull over end-of-term reports (2021–2026) from the State President and the Government, the proposed 2026 audit plan, and the State Audit Office of Vietnam (SAV)’s 2025 work report and term-end summary. Others include a report on the Government’s citizen reception, handling of complaints and denunciations in 2025, alongside the draft final report on the 15th NA and NA Standing Committee’s term.

Key issues will be decided, including the reallocation of the 2025 central budget for the Ministry of Construction and targeted supplements for People’s Committees of provinces and centrally-run cities. Adjustments to the central budget’s investment allocations from the 2022 revenue surplus and 2025 budget adjustments to align with post-restructuring organisational changes among ministries and localities are also on the table.

The committee will also debate proposals to revise the SAV’s financial management and special income mechanism, and a draft joint resolution from the NA Standing Committee, the Government, and the Presidium of the Vietnam Fatherland Front Central Committee. This resolution will guide candidate consultations and nominations for the 16th NA and the 2026 - 2031 People’s Councils. Amendments to a joint resolution detailing procedures for NA and People’s Council deputies to engage with voters will also be considered.

Finally, it will give a second round of feedback on preparations for the 15th NA’s 10th session./.
