PM: Planning ministry needs renewed approach

Prime Minister Nguyen Xuan Phuc asked the Ministry of Planning and Investment to shift its way of thinking in order to meet the national development demands, during a working session in Hanoi on February 19.

Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc asked the Ministry ofPlanning and Investment to shift its way of thinking in order to meet the nationaldevelopment demands, during a working session in Hanoi on February 19.

Theministry needs to fix existing shortcomings, while working harder in refiningmechanisms to improve the business environment and local competitiveness, hesaid, adding that it needs to be more drastic in policy consultation, activelyseek new growth-driving forces, and unlock resources for national development.

He notedthat the ministry must swiftly complete the drafting of assigned bills;implement the adopted laws, especially the revised Law on Public Investment,the amended Investment Law, the amended Enterprise Law, the Law onPublic-Private Partnership; and fine-tune mechanisms to effectively useresources, especially in public investment.

As disbursementof state budget and government bond remains slow, the ministry was required toseek measures to deal with the issue.

Minister ofPlanning and Investment Nguyen Chi Dung said that in compliance with the PrimeMinister’s directions during a working session at the beginning of theGovernment’s current tenure on April 21, 2016, the planning and investmentsector has made strong changes, particularly the removal of many unnecessary requirementssuch as business licences for build-operate-transfer and build-transferprojects, which has contributed to improving the investment and businessenvironment, stimulating the start-up spirit and enhancing the nationalcompetitiveness.

Accordingto him, the ministry will focus on strongly developing the private sector,improving access to resources related to innovation, and creating a fair businessenvironment this year.

At the sametime, it will accelerate the pace of economic restructuring in tandem with changingthe growth model and improving growth quality, labour productivity, andeconomic competitiveness.

Furtherattention will be paid to forming national innovation centres and speeding upactivities on the innovation network, thereby fueling breakthrough growth in thecountry’s economic locomotives, especially in Hanoi and Ho Chi Minh City, the fourkey economic zones, and several pillar industries based on modern technology,he said. –VNA
