Resolution on special mechanisms, policies for Da Nang development to be submitted to NA

The Government on May 21 issued Resolution No. 74/NQ-CP on the drafting of a National Assembly (NA) resolution on the urban administration organisation and the piloting of special mechanisms and policies for the development of the central city of Da Nang.

Hanoi (VNA) – The Government on May 21 issued Resolution No. 74/NQ-CP on the drafting of a National Assembly (NA) resolution on the urban administration organisation and the piloting of special mechanisms and policies for the development of the central city of Da Nang.

In the resolution, the Government assigned the Ministry of Planning and Investment to take responsibility on the dossiers submitted to the Government regarding the draft resolution.

The Minister of Planning and Investment is authorised by the Prime Minister to sign the Government's proposal on the draft resolution which will be submitted to the NA for considering and approving at the NA’s seventh session.

After three years of implementing the NA Resolution No.119/2020/QH14, Da Nang city has recorded outstanding results in the operation of the administrative system and decentralisation.

However, the city has still faced a number of difficulties and obstacles regarding organisation and financial mechanisms for People’s Committees of wards and districts, as well as the organisation of civil servants at the ward level and the authority of the ward and district-level People’s Councils.

Resolution No.119 has mostly focused on piloting the urban administration model and lacked specific mechanisms and policies with breakthrough, motivating and spillover effects.

The building of a new resolution aims to design outstanding and specialised mechanisms and policies to promote the s🌟uperiority and deal with difficulties, obstacles and inadequacies of the urban government model stated in Resolution No. 119, creating a legal basis to tap potential and advantages, make breakthroughs and remove bottlenecks in the city's socio-economic development, thus contributing to building and developing Da Nang city following the goals set in the Resolutions of the Politburo and of the National Assembly./.
