Learners in specific fields subject to tuition exemption

Groups that benefit from tuition exemption include students from kindergarten to university, and learners enrolled in general education programmes at public educational institutions within the national education system. Hanoi (VNA) - Individuals studying in specific fields that meet the demands of socio-economic development, national defence, and security, as prescribed by the Law on Higher Education will be subject to tuition exemption, according to a new Government decree.

Decree No. 238, dated September 3, 2025, stipulates policies on tuition fees, exemption and reduction, study expense support, and service prices in education and training.

Groups that benefit from tuition exemption include students from kindergarten to university, and learners enrolled in general education programmes at public educational institutions within the national education system. The list also covers beneficiaries under the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, who are studying at educational institutions within the national education system, and students with disabilities at vocational education and higher education institutions.

The list also comprises those aged 16 to 22 who are pursuing their first university degree and receiving monthly social allowance; intermediate and college-level students who are orphans of both parents and have no source of support, as prescribed by the Law on Vocational Education; quota-based students under Government regulations; those of preparatory universities and faculties; and those in vocational and higher education institutions who are ethnic minorities and have either parent or both parents, or grandparents (in case they live with grandparents), classified as poor or near-poor households according to regulations of the Prime Minister.

🌟 University students majoring in Marxism–Leninism and Ho Chi Minh Thought, postgraduate students at the master's, doctoral, specialist level I, specialist level II, and resident doctor training programmes in psychiatry, pathological anatomy, forensic medicine, forensic psychiatry, infectious diseases, and emergency resuscitation at public educational institutions in the health sector; learners who are eligible for tuition exemption under programmes or projects as prescribed by the Government or the Prime Minister; individuals who have graduated from secondary school and continue their studies at the intermediate (vocational) level; and those at intermediate and college levels enrolled in disciplines or occupations that are difficult to recruit for but are in demand by society, as specified in the list issued by the Ministry of Education and Training can enjoy tuition exemption as well./.
