Amnesty Advisory Council finalises early release list for National Day

The second round of amnesties in 2025 involves the largest number of eligible inmates in history, reflecting the significance of the National Day anniversary, said Permanent Deputy Prime Minister Nguyen Hoa Binh.

Hanoi (VNA) – The 2025 Amnesty Advisory Council met on August 25 to review and endorse the list of inmates recommended for early release by the State President on the occasion of the 80th National Day (September 2, 1945–2025).

Permanent Deputy Prime Minister Nguyen Hoa Binh, Chair of the council, said that in line with the Party and State's policy, two rounds of amnesties are scheduled in 2025. The first marked the 50th anniversary of the liberation of the South and national reunification earlier this year, while the second coincides with the 80th National Day.

The second round involves the largest number of eligible inmates in history, reflecting the significance of this milestone anniversary, he noted.

Binh applauded efforts by relevant sides, especially the Ministry of Public Security and the Supreme People's Court, in reviewing each case. As the workload is huge and the National Day anniversary is approaching, he asked them to ensure that the amnesties are precise and reflect the Party and State's humanitarian policy.

Reports at the meeting showed that inter-agency assessment teams under the council examined over 10,000 cases from penitentiaries and detention centres under the Ministry of Public Security, provincial criminal judgement enforcement agencies, and prisons managed by the Ministry of National Defence.

The review process adheres to strict, transparent, democratic, objective, fair, and lawful procedures, ensuring all criteria and regulations are met. Following the meeting, the council will compile and submit the final list to the President for approval.

Since 2009, the President has issued 11 amnesty decisions benefiting over 104,000 inmates who demonstrated good conduct and rehabilitation, enabling them to return to their families and communities as productive citizens. Most have successfully reintegrated, leading stable lives, with many becoming successful entrepreneurs or actively contributing to local social initiatives.
